Is it true that people are saved the moment they go up to a pastor and utter the sinner’s prayer? It would seem not because everyone goes through the Christian struggle of faith:
It is God that chooses us and not the other way around.

16 Ye have not chosen me, but I have chosen you, and ordained you, that ye should go and bring forth fruit, and that your fruit should remain: that whatsoever ye shall ask of the Father in my name, he may give it you.
Though we may know of God, we are not truly saved until God gives us a new heart to hate sin and love God.
Ezekiel 36:26 King James Version (KJV)
26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
Therefore, salvation is a gift from God and God bestows this gift on those who are broken and humble because it is written that God resists the proud but gives grace to the humble.
James 4:6 King James Version (KJV)
6 But he giveth more grace. Wherefore he saith, God resisteth the proud, but giveth grace unto the humble.
